Mission Statement

As a center for scientific research and evidence-based policy advice, RWI requires an effective econometric infrastructure. The increased use of individual and firm data also requires effective regulations and tools for data protection. The research division’s objectives are to advise RWI researchers in methodical questions, to develop new econometric approaches to solve concrete research questions, and to ensure data protection.

Data Protection and Data Provision

The research division provides a variety of services which guarantee the efficient provision of microdata as well as compliance with data protection directives. This includes such services as central procurement, documentation and provision of microdata, information of internal researchers concerning the availability and access options of national and international microdata, effective data protection, infrastructure and controls as well as employee training on issues related to data protection legislation.

Statistical Methods and Infrastructure

The complexity of microdata often requires research division employees to advise researchers on how to adequately prepare the data for scientific analysis. The research division also develops software solutions which simplify the daily work with comprehensive panel data. Close content-related cooperation between the research divisions, which are purely scientific in nature, and the data research division is an essential prerequisite for the microeconomic work at RWI, especially in solving econometric identification problems. New statistical methods and identification strategies are developed in the process, depending on the type of problem at hand. The research division also ensures the accessibility of the software necessary for working with microdata.

It is planned to provide individual and company data collected by RWI to external researches within a research data center. By doing so, RWI follows the explicit recommendations of the Commission on Improving the Informational Infrastructure between Science and Statistics (KVI). Conceptual work in the field of data anonymization and internet-based microdata provision and documentation is particularly necessary for this purpose.

• Erstellung und Aktualisierung der Forschungsdaten und Scientific Use Files
• Beratung von potenziellen Nutzern im Hinblick auf Datenauswahl, Datenzugang, Datenhandling, Analysemöglichkeiten, Reichweite und Gültigkeit der Daten
• Betreuung bei Gastaufenthalten und Unterstützung zu den technischen Gegebenheiten des Gastarbeitsplatzes
• Bearbeitung von Anfragen mittels Datenfernverarbeitung. Prüfung und Verarbeitung der von externen Wissenschaftlern eigesandten Fernabfrage
• Dokumentation der Daten mit Hilfe von Online-Publikationen (Datenreport)
• Veranstaltung von Workshops

Zugang

Um unterschiedliche Anonymisierungsgrade zu ermöglichen, werden drei verschiedene Zugangsarten angeboten. Über (i) eine kontrollierte Fernabfrage und (ii) im Rahmen von gastwissenschaftlichen Aufenthalten können schwach anonymisierte Daten für Analysen zur Verfügung gestellt werden. Faktisch anonymisierte Daten sollen künftig (iii) in Form von Scientific-Use-Files als CD versendet werden. Für Gastwissenschaftler ist ein entsprechend gesicherter Raum eingerichtet worden. Alle Zugangsarten setzen einen Antrag des Nutzers voraus. Über die Freigabe zur Nutzung der beantragten Daten entscheidet die Leitung des FDZ nach festgelegten Regeln.
