Summary

A growing proportion of the population requires long-term care. At the same time, there are supply-side barriers - particularly the growing shortage of skilled workers in the care sector - and financial constraints of municipal budgets. In October 2014, the Parliament of North Rhine-Westphalia adopted the "Gesetz zur Entwicklung und Stärkung einer demographiefesten, teilhabeorientierten Infrastruktur und zur Weiterentwicklung und Sicherung der Qualität von Wohn- und Betreuungsangeboten für ältere Menschen, Menschen mit Behinderungen und ihre Angehörigen (GEPA NRW)", which requires administrative districts to evaluate the supply of and demand for long-term care services to determine whether the growing long-term care needs can be met. Against this background, it is essential to assess care needs on a regional level. The aim of this project is to perform an assessment of the current and future long-term care situation in the administrative district of Borken to identify potential shortages in long-term care services.
