Summary

The energy facilitation programme “Access to Modern Energy Services – Mozambique” (AMES-M) implemented by the German Development Agency GIZ currently intends to establish and institutionalize local capacities in the realization of baseline studies, namely at the level of the Pedagogical University of Manica (UP). These capacities shall enable the Mozambican partners to independently perform baseline studies for GIZ micro-hydro activities to be realized in Manica Province as well as for other actors in Mozambique in the future. For this purpose, sample baseline studies have been conducted under scientific supervision of RWI. RWI contributes its experience and expertise in the main steps of the study process and trains the local researchers to implement the study respecting methodological and practical requirements. The cooperation between the UP Manica and RWI comprises on-site guidance during two distinct two-week missions complemented by remote backstopping of the data collection period in the field as well as the finalization phase of the baseline report. The objective of the first training phase is to build up capacities in how to collect reliable and representative micro data comprising guidance on the design of an evaluation methodology, development of a questionnaire, sampling issues, training of a survey team and implementing the field work. The complementary second training phase follows the data collection period and is geared at capacity building measures on how to analyse the collected data and to report meaningful, evidence-based findings. This period includes guidance on safeguarding data quality and using the statistical software package SPSS for data analysis.
